Carbon Alloy Steel Wire Rod Antidumping Sunset Review Final Industrial Injury Passed By The United States International Trade Commission

On July 19, 2023, the United States International Trade Commission (ITC) of the United States made the first affirmative final determination of anti-dumping sunset review on carbon alloy steel wire rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Türkiye, Ukraine, the United Arab Emirates and the United Kingdom. At the same time, the first anti subsidy sunset review industry damage affirmative final judgment was also carried out for carbon alloy steel wire rods imported from Italy and Türkiye. The final ruling shows that if the current anti-dumping and countervailing measures are lifted, the imported products involved may continue or cause substantial damage to the domestic industry of the United States again within a reasonably foreseeable period. Given the final ruling, the current anti-dumping and countervailing measures will continue to be effective. This ruling received affirmative votes from five members of the United States International Trade Commission.

This incident originated from the fact that on April 18, 2017, the United States Department of Commerce launched an anti-dumping investigation against carbon alloy steel wire rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Türkiye, Ukraine, the United Arab Emirates and the United Kingdom, and also launched a countervailing investigation against the products imported from Italy and Türkiye. On November 21, 2017, the United States Department of Commerce made a positive final anti-dumping determination on carbon alloy steel wire rods involving Belarus, Russia and the United Arab Emirates. On January 9, 2018, the United States Department of Commerce made a final affirmative determination on anti-dumping of carbon alloy steel wire rods involving South Africa and Ukraine. On March 20, 2018, the United States Department of Commerce made a positive final anti-dumping determination on carbon alloy steel wire rods involving Italy, Türkiye, South Korea, Spain and the United Kingdom, and a positive final countervailing determination on carbon alloy steel wire rods imported from Italy and Türkiye. Then, on December 1, 2022, the United States Department of Commerce launched the first anti-dumping sunset review investigation on carbon alloy steel wire rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Türkiye, Ukraine, the United Arab Emirates and the United Kingdom, and the first countervailing sunset review investigation on the products imported from Italy and Türkiye. On March 15, 2023, the United States Department of Commerce of the United States made the first final judgment of anti-dumping fast sunset review on carbon alloy steel wire rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Türkiye, Ukraine, the United Arab Emirates and the United Kingdom. Similarly, on March 28, 2023, the United States Department of Commerce made the first final anti subsidy fast sunset review on carbon alloy steel wire rods involving Italy, and on April 5, 2023, made the first final anti subsidy fast sunset review on carbon alloy steel wire rods involving Türkiye.
